His career has been defined by sustained contributions to engineering education, sustainable infrastructure, artificial intelligence (AI), digital construction, construction engineering, project management, and research and innovation management.
Effective 1 August 2026, he serves as the Director, AE-FUNAI Consultancy Services, where he provides strategic leadership for the University's consultancy, professional services, technology transfer, innovation commercialization, industry partnerships, and stakeholder engagement. The appointment builds on his extensive record of university leadership and his long-standing commitment to connecting academic excellence with practical solutions for government, industry, development partners, and society.
Following completion of his PhD, he joined Loughborough University, United Kingdom, as a Postdoctoral Research Associate, where he contributed to European research programmes on intelligent construction systems, collaborative engineering, and digital design. He subsequently joined The University of Hong Kong (HKU) as Research Assistant Professor, where he became one of the pioneers of sustainability assessment, construction informatics, intelligent decision-support systems, and digital collaboration within the construction industry. During this period, he served as Convenor of the Sustainable Infrastructure Task Group at the Centre for Infrastructure and Construction Industry Development (CICID), contributed to international initiatives of the American Society of Civil Engineers (ASCE), and founded JU Consulting & Research Services Limited in Hong Kong. He was also a Visiting Research Scholar at George Mason University, Virginia, USA, further strengthening his international research collaborations.
Returning to Nigeria, Professor Ugwu joined the University of Nigeria, Nsukka (UNN) as Professor of Civil Engineering and later became Head of the Department of Civil Engineering. During his tenure, he strengthened postgraduate education, promoted interdisciplinary research, secured major consultancy projects, initiated pioneering work in Nanotechnology in Civil Engineering, and led the Department through successful accreditation exercises by the National Universities Commission (NUC) and the Council for the Regulation of Engineering in Nigeria (COREN).
In 2015, Professor Ugwu joined Alex Ekwueme Federal University, Ndufu-Alike Ikwo (AE-FUNAI) as the Pioneer Head of the Department of Civil Engineering, where he established the academic and administrative foundations of the Department. He later served as Pioneer Director of Research and Development, Dean of the Faculty of Engineering and Technology, and subsequently as Director of Research and Development. In these leadership roles, he championed research policy development, strengthened institutional research culture, promoted international collaborations, coordinated the European Union ERASMUS+ Mobility Programme, and helped secure strategic partnerships with institutions in Germany and South Africa. He also led successful NUC and COREN accreditation exercises and coordinated the establishment of AE-FUNAI's postgraduate M.Eng. and PhD programmes in Construction Engineering and Management, a pioneering initiative within the Nigerian University System.
Professor Ugwu's research has consistently focused on addressing complex infrastructure challenges through multidisciplinary approaches. His areas of specialization include Construction Engineering and Management, Sustainable Infrastructure, Infrastructure Asset Management, Decision Support Systems, Artificial Intelligence, Building Information Modelling (BIM), Digital Construction, Construction Informatics, Project Management, Engineering Risk Management, Nanotechnology in Civil Engineering, and Infrastructure Sustainability Assessment. His research has significantly influenced the understanding of sustainability in infrastructure delivery by integrating engineering, management, digital technologies, and governance.
One of Professor Ugwu's most significant scholarly contributions is the development of the Sustainability Appraisal in Infrastructure Projects (SUSAIP) framework. Originating from research he initiated at the University of Hong Kong in 2002, SUSAIP provides an integrated methodology for evaluating infrastructure projects across multiple sustainability dimensions. The framework combines computational decision models, sustainability indicators, risk management, and decision-support tools to improve planning, implementation, monitoring, and reporting of infrastructure projects. His more recent work extends this vision through the Integrated Decision Support for Sustainable Infrastructure Assessment and Reporting (IDS-ISAR) framework, advancing the application of Artificial Intelligence, Explainable AI, Constitutional AI, Digital Twins, and Decision Intelligence to sustainable infrastructure governance.
His scholarly productivity reflects a sustained commitment to research excellence. Professor Ugwu has authored or co-authored more than 160 scholarly publications, including books, book chapters, peer-reviewed journal articles, conference papers, commissioned reports, and technical publications. His work has received over 4,100 Google Scholar citations, with an H-index of 26, demonstrating significant international impact. His publications span intelligent construction systems, sustainable infrastructure, construction management, digital engineering, artificial intelligence, and engineering education. He currently serves as Associate Editor for the Sustainable Design and Construction section of Frontiers in the Built Environment and has contributed extensively as reviewer, editor, keynote speaker, external examiner, and international research assessor.
Professor Ugwu has successfully attracted competitive research funding from national and international sources. As Principal Investigator, he secured the TETFund National Research Fund (NRF) project on Integrated Decision Support for Sustainable Infrastructure Assessment and Reporting in Nigeria, and later the TETFund Institutional-Based Research (IBR) grant on Critical Infrastructure Systems Sustainability Vulnerability Analysis (CIS-SVA) in Nigeria. Across his career, he has participated in or led research projects with cumulative funding exceeding US$900,000, demonstrating strong capacity in research leadership, project management, and interdisciplinary collaboration.
Throughout his career, Professor Ugwu has supervised numerous undergraduate research projects, over 40 Master's degree dissertations, and 10 PhD theses, while serving as external examiner, professorial assessor, and international examiner for universities in Nigeria and South Africa. He has contributed to curriculum development, quality assurance, engineering accreditation, university governance, research policy formulation, and capacity building across several higher education institutions.
Professionally, he is a registered engineer with the Council for the Regulation of Engineering in Nigeria (COREN), a Member of the Nigerian Society of Engineers (NSE), and has held memberships and affiliations with several international professional organizations, including the American Society of Civil Engineers (ASCE), the Association for Computing Machinery (ACM), the Institute of Electrical and Electronics Engineers (IEEE) Computer Society, the Chartered Institute of Building (CIOB), and the International Biographical Association (IBA).
